Five candidates have entered Victoria County's Democratic primary for Precinct 1 commissioner: Spann, the incumbent; City Councilman Gabriel Soliz; political stalwart and former County Commissioner Chris Rivera; and newcomers Danny Garcia and Kenneth Wells. The election is set for April 3.
